lots of work
i went around every one of those **** stickers the only reason i did that is that a sticker looked good yet if they dont then i would just pull them off but you are still going to have to line them up perfect with the old stickers there will always be a mark there i did the whole boat 1000grit to 1500 ,2000, 2500, then i compounded it about 4 times and polished it 3 times then hand polished the final coat then the only thing you have to do is wipe it down after use and once i pull it out for the season take some spray plish and quick hand polish it

the answer
its hard to tell the best way is to get some wet sand paper and do one spot start with whatever you think your boat needs 1500 maybee and work your way up to about 2500 then compound it and polish it in that one spot drag it out into te sun and see if the fade marks are gone if they are continue on with the rest of the boat its long hard work not gonna lie about it and to answer your question no it will not effect the hull just keep the paper really wet and change the sand paper often for best results ( is it as bad as my boat looks because when i bought my boat it was bad) gel coat on boats are thick its not like sanding you car because you have a clear coat to worry about its not to bad let me know if i can help or post some close up pics and i might be able to tell how bad it is and what you should start with
