I would suggest installing a set of electronic valves that open when the fill pumps turn on and close when the fill pump turns off. That's what I did on my '03 210, and it worked very well. See the thread below for lots of information.

I rigged my 97SS w/ helm controls. Not having an 02 or 03 I cant say this for certain, but Im pretty sure Ive read that they come w/ Johnson controls and valves. I got the TH marine valves for mine and used the Johnson controls. Ive got a fill pump for each tank as well as an empty pump for each tank. I can also fill on the go w/out the pumps and works quite well. Ive had them in there for over a year now and have never had any leaking problems. Cant help you with the retro fit, but just my 2 cents on the TH Marine valves and helm control system.
The TH Marine valves are decent replacements for the original Flow-Rite valves, but I still say my solution is better, and much easier to install.

Jeff's solution is the best IMO. The helm controls to me are just another thinkg you have to think about and personally I didnt like them. The electric valves work great, but they are a little time consuming to install. I am very happy with mine overall.
I am in the midst of replacing the fill aerators and TH valves with Impeller pumps. One of my valve handles is broke, they are too stiff for my wife to operate, I am done with the factory system.
I suggest you consider other options. I have a 1.5" cable actuated waste gate valve that I would use if I was starting from scratch. Using a single 1.5" through hull, to waste gate, to common fill pump manifold, to aerators. A well designed system should not require scoops on the inlet. The scoops cause pressure and require the valves. Water flows downhill, using proper plumbing techniques, one-ways, and vents, a ballast system can be done without valves altogether.
