97 nautique now steers Backwards?

97 Nautique and I replaced the steering cable with the new model

I can't imagine the unit could be installed any other way.

I'll get under there in the morning but can that rack be reversed?

The rack could be mounted upside down. That is about the only thing that would cause this.
