Pulled Head... Water in Cylinder. What to do next?

I decided to create a new post since I figured I'd dive in to the engine a bit. It's an 87 Ski Nautique. And I am trying to stay optimistic about this motor given the difficulty of finding a rebuilt 351w. at this moment. I pulled the intake manifold which looks to have a crack where the thermostat housing is. Then I pulled the head hoping that was the cause of my 60psi on one cylinder and 90psi on the other 3 cylinders in that bank. But gasket looks to be in good shape. I did find some water in the low compression cylinder which I soaked up with paper towels.

Would water in that cylinder be detrimental to the piston rings if only run for a few minutes?

To give a quick rundown of what happened. The motor hasn't been run in years. I started it up and it wouldn't stay running at idle(has a rebuilt carb that hasn't been tuned). After shutting down the first time after only a minute or so, I had trouble turning it on. After a little bit it started up but within a few minutes didn't sound right so I killed the engine and found milky oil upon draining.

Man there is a lot of rust in there. If it was my boat I would pull the engine and completely disassemble it and bring to a local machine shop to have them check the block for any cracks and also have them go through the cylinder heads and check those out as well.

Looks like it wasn't winterized correctly and froze.
