I replaced my steering cable about three years ago on my 96 Sport due to hard to turn steering. The problem has come back. Is it possible that my cable has gone bad again? What else can cause my "tight" steering?

Their are many things that can cause stiff sterring. Make sure and check out the obvious first.
I have found beer cans wedged under the tiller arm causing stiff sterring.
Make sure the rudder port jam nuts and packing nuts have not come loose. This to can cause stiff sterring.
Rudder has good lubrication?
Take the fastener that attaches the tiller arm to the cable end apart and check and see if the sterring frees up, and is the rudder stiff in the port.
Make sure the support tube is not all gunked up. their are wire brushes designed just for cleaning them out.
Also check the boot over the helm assembly as the rubber boot can become dislodged and start rubbing inbetween the sterring wheel hub and the tilt assembly.
Yes the late model rack cables that were designed for the CC boats have a propensity for early failure and getting stiff premature.
When i run across one of these boats of your vintage with cable failure I replace and update the pinion assembly and install one of the new 19' Teleflex Extreem cables.
Remember, when servicing the rudder and sterring system make sure all fasteners and saftey wire have been properly secured and wired.
