Correct the hook is a manual reverse lockout for the brakes. The circle of the bolt you have is just a bolt that holds the guts to the surge brakes. However, the tab with the cable on it is just a retention tether for the pin that you place into the ball latch. There should be a pin at the end of that cable. Once the trailer is on the ball put the pin through the hole.
