Manifold/Riser Replacement Question

Currently working on replacing manifolds and risers. Have removed all old ones and have the new ones prepped for installation, with the exception that we cannot get the temporary bolts removed. See photos. We have tried a variety of methods so far. Let me know if you have any thoughts.

I had to drill mine out and then use a hacksaw blade -- very carefully. I got the broken plug out finally.
