Can water be trapped in 1994 Ski Nautique?

I think I be very careful using pictures of a boat that has nothing in common with mine other than the name before randomly drilling holes Here is a picture of a composite boat around your vintage. Looking from front around the dash area along side the starboard side showing double floor,foam and aluminum reinforcing plate

That looks exactly as mine would look from same picture position. Not sure drilling to check would do much good. Wondering is it possible some water got it around the exhaust shown in the pic......
