Is it normal to pull the exhaust drains and in the heat exchanger plug on my PCM ZR6 and no water come out

Probably not. I would stick a piece of a metal coat hanger in there and see if you can unblock the drains. I have never had to do that before, but I did this year on one of my engines. I was able to break through the scale and get the water flowing out.Please do not PM me directly asking for advice on how to repair your boat. If in doubt I would suck 4-5 gallons of marine coolant in there to make sure youre safe!
