    Perfect Pass Troubles

I received a new servomotor for my perfect pass lass week and was excited to get it installed to finally have cruise control. I followed all installation instructions/manuals of perfect pass. The linkage test is good the servomotor is powering up when the key is in the on position. It does the 3/4 of a turn tightening every time powered up. So I am confused because when I put it into the water and have the boat started, will the perfect pass then power up and over rev the boat? In the instructions it says it will do the 3/4 tighten every time and it does every time the boat is powered. I received the servomotor with the green wire cut. So looking at the old servomotor the green wire was connected, so I spliced it back together. Just thought I would throw that in there as maybe it came cut for a reason? Anyway I put the boat in the water and on the second startup the boat did what I thought and over rev'd. What am I missing here?
