Please excuse my ignorance. Under my dash there are three open and close switches for my ballast. The port one has went limp. Every thing is connected properly under the dash. Where is the other end? No idea where to look.

Check in the engine compartment. There should be 2 L rods you can turn to close and open the tanks. Mine have a blue cap on the end.
