draining/cleaning out a gas tank

My carb is being clogged by a white material that is apparently getting past my fuel filter. Should I drain and clean out my 95 model's gas tank this winter? If so, how?

Could use some help and suggestions.

Any way to identify what the "white substance" is?

not sure, guy who re-built carb wasn't either. described it as a very fine sandy substance.
