    Steering siezed

    1999 Sport Nautique
    Went un-used for two months during maintenance; new upholstry and new risers / manifolds. Now the steering wheel will not turn the rudder. The wheel moves both directions, not much and then stops. I assume the cable is siezed and needs to be replaced. Does this seem right?

    To replace the cable or to access the cable end at the rudder it looks like I need to remove the fuel tank to remove the ballast tanks to remove the floor board. Does this sound right?
