Is it normal for some water to go into the ballast tanks while riding?(*Only happends on Starboard tank*)

Or install the new remote valves like the new systems have. I think I priced all the parts required to do the remote valves and it was under a couple hundred dollars. Well worth having full control of the tanks from the driver's seat. Especially the in floor locker tank that I keep locked since the only thing in there is the tank.

That is true, I am not sure what CC charges but they are $60 each (valve, cable and control lever from Flo-Rite. There are many styles, make sure you get the right ones. I installed 3 on my 01 Super Sport and I am going to put a set in my buddy's 02 SAN. Pretty easy install, It would be easier to get from CC so you get the right valves and cable lengths.
