Wow! $600 for a pair of cleats installed. I did the same thing on my 07 211 SE. I can't quote you an exact figure, but it was more in the $150 range (I had a few other things done too, including a new prop: the whole bill was about $600). The cleats were about $50 a piece and something thrown in for labor. Pop up a definite must. The pylon or lifting ring is the second choice.
