1100lbs ballast? isn't the boat coast gaurd approved for 1110 lbs or 6 persons including gear?

Yeah,
I have a very light driver and observer...

The ballast consists of 2 - 550# sacks (with nice matching blue covers). I usually run the back on full and about 200#s in the front to provide a nice steep wake. If you want to split hairs I probably go over the capacity plate from time to time.
